Is it acceptable to substitute a medicated cream for a medicated ointment with the same active drug?

A. Yes, as long as the active drug isnt changed.

B. Yes, but revised instructions must be given to the patient

C. No, cream base might be more expensive

D. No, the base has properties that the prescribing physician may feel are important. Is it acceptable to substitute a medicated cream for a medicated ointment with the same active drug?
I am going to say A. Because the base is inactive so the drug in the base is what's important. My second guess would be D. I would ask the pharmacist.
